If you are running Exchange 5.5 today, I would encourage you to migrate to Exchange 2003 and skip Exchange 2000 altogether. That said, I don't know everything about your environment I need to know to definitively say which one would specifically be best for your organization; however, generally, Exchange 2003 is better than Exchange 2000 in many ways, especially when you combine it with Windows 2003 and Outlook 2003. In an organization with 200 users, the combination of the 2003 products will provide you with some great new productivity features and network bandwidth savings, as well as other benefits that reduce TCO.
