Start button stays down in Win2k until reboot

I have a problematic PC running Win2000. Its Start button is not working properly. The first time I tried to press it after reboot, it just stayed pressed down, but the menu wouldn't come up. It stays down until I reboot and then does the same thing. I have checked the registry and it seems correct (I specially looked at the %USERPROFILE%Start Menu). Do you have any ideas?
The value you gave, %USERPROFILE%Start Menu, is incorrect. It should be %USERPROFILE%\Start Menu. An incorrect value in the User Shell Folders subkey will produce the symptom you described.
