Troubleshoot Exchange public folder sync issue between routing groups

Find out where to begin troubleshooting Exchange Server public folder synchronization and replication issues between Exchange routing groups.

I have four routing groups and two Exchange servers in each routing group. My Exchange public folder is homed in one routing group (routing group A). One of the routing groups does not synchronize with the public folders, including system folders, from routing group A. Do you have any ideas on how to fix this problem?
I would begin troubleshooting this problem with the Microsoft article " XADM: Public folder hierarchy and content is not being replicated across routing groups."
