Users get 'domain not available' error when they try to change their passwords

Hi. I'm a network administrator on a Win2k server. I have five servers (DC, file, proxy, filter and mail). I get "domain not available" error when users try to change their passwords. Sometimes they are successful after trying four times. Active Directory runs only on the DC and file server. Any idea of what is going on?
Microsoft frustratingly states that the solution to this problem is to wait and try again later. URG! It probably means your DC is running on a system that is just a bit too slow to fully handle all of the activity of your network. I would consider a speedier server box.
