What tool can scan drives and reallocate sectors with I/O errors?

I am looking for a tool that can be run from an ISO (bootable) image CD or floppy disk that will scan drives (specifically the C: drive) and reallocate any sectors that have I/O errors. The utility performs all the functions of format.exe but does not format the hard drive. I am not sure of the scope of chkdsk /f option with respect to a sector that gives an I/O error. I run WIN XP Professional with SP.
The only application I can think of that may do the trick is Spinrite.
