Windows 2003 and Windows XP don't see workgroup computer

I have set up a local network based on a workgroup (no domain). I have two workgroups. I am having a problem with Windows 2003 Server and Windows XP finding and seeing the workgroup computer running Windows 2000/NT on a different workgroup. I can see the Win2003 Server and WinXP computers in the different workgroup as well as all computers (NT/2000/2003/XP) in the same workgroup as the Win2003/XP computers. I have all protocols enabled. NT and Windows 2000 also have the same protocols. Please let me what I can do to have this work.
Without AD, you are relying upon NetBIOS to manage and view system resources. There may be a master browser conflict. Configure the master browser settings on all systems. Your goal is to have a single system, probably the 2003 Server box, be the preferred master browser. All other systems should not seek to become the master browser. Also, when the NetBIOS browser service is used, it can take up to 30 minutes for resources to appear or be removed.
