XP desktops won't show menus in 'All Programs'

I have inherited a NT4 domain that has some XP desktops. All the XP desktops don't show any menu under "All Programs" in XP mode or just show (EMPTY) in classic mode. Has anyone seen this? I realize we are asking for trouble putting XP under NT4. I am in the process of building a 2003 domain, but in the meantime I would like to get the current machines working. Any clues?
The Start Menu may have been redirected to use a central location. This is achieved via registry settings (local), system policies (NT 4.0 NTCONFIG.pol in the NETLOGON share of the NT 4.0 Domain Controllers), or Group Policy (Windows 2000+).
